swap the ballast left to right to see if the problem moves, but try swapping the bulbs fist. note: don't touch the bulb glass and "DON'T MESS WITH ANYTHING WHILE THE LIGHTS ARE ON!!!" very high voltage.
don't rely on your dash volt meter to be accurate. test the actual voltage with a real volt meter.

your car has a speed sensor, position sensor and a cam sensor. if one of these don't work it should leave a code in the eng module. the coil should be tested too, assuming the fuses are all good. does the fuel pump run when cranking? knowing this would help narrow the coises a bit.
get a rebuilt abs module from www.bba-reman.com their site even has some tips to follow. if the blower comes on when you hit bumps or make turns, replace the blower motor. if water got in your car the first problems would be with your door locks or transmission module. i have NEVER replaced a control head for blower problems.
the dealer will replace them for "free!!!" why are you paying for them? the only thing that will kill coils regularly would be pressure washing the engine allowing water to get in the spark plug holes.
brake fluid should be replaced every 2 years no matter what miles. this is important on brake control systems like yours. it should say that in your owners or service manual.
the nuts that hold the arms to the wiper linkage may be loose. with the wipers off, set the arms in park position and tighten the nuts. this usually happens when they are turned on while stuck like snow or ice.
think its fuse #5 should be a 7.5 amp fuse.
40 Nm + 180° (1/2) additional turn in a staggered pattern.
