If you are saying the turbo's are leaking internally (engine oil consumption/blue smoke) the repair involves two new turbo's plus a lot of small parts including oil lines. The labor to accomplish this involves first removing the engine & transmission as a unit +/- 12 hours , than the labor to install the new turbos +/- 10 hours. Be certain this is your problem. An oil leak around the turbo can be caused by many things , including valve cover gaskets , very common.

my 96 acura's turbo is leaking oil into the turbo innercooler lines in the intake and out the exhaust. Is there a seal in the turbo that can be fixed so it won't leak oil into the motor?
