1996 Dodge Ram Van 3500 Question: Transmission

My trans doesn't slip in reverse. However, it is currently not wanting to go forward. It does not move when I select 1st gear and move slow when I start in 2nd gear. Long story short, when I press the pedal to go it feels like I'm starting in 3rd gear and it takes about 1/2 mile to get up to the speed limit of say 30-35 mph. There is currently only 65003 miles on this vehicle. What can be causing this? -

Sounds like the transmission is failing, Was the fluid and filter changed regularly? Have it checked by a trans technician -
