1999 Dodge Ram 2500 Question: tranny will not shift to 3rd

When foot is on gas pedal and giving it fuel the tranny will not shift if under 30 it just holds and redlines if foot pedal is not realeased.. It makes it real hard to get into traffic with this. why and what can i do?

    I'm wondering if the throttle velve (TV) cable is sticking or come off. That would affect shifting. You'll see it attached to the throttle lever on the throttle body near the gas pedal cable and goes down to the trans. Other than that I'd say get to a transmission shop or a Dodge truck specialist.
