There is a loud noise (something loose?) on drivers side when I go over bumps on 1998 Toyota Corolla

As of yesturday I went over a bump and my steering wheel felt like it lost tension, still was able to effectively turn and react when I moved it but felt looser than previously.

The loose rattle noise from bumps has been occuring for a week now. The steering wheel is a new issue. Are they connected? Could it be the tire rod? Is it safe to drive?

Take your wehicle to a shop for a steering / suspension check. It may be getting unsafe to drive.
