2002 Ford Explorer Question: Theft light continues blinking after I swapped batteries

Theft light blinks when key is not in start switch, light goes out when I start car. I swapped batteries and problem started at this point

    Make sure the alarm is off, open the driver's door and press the unlock button, turn the ignition key from off to on (not running just on) 8 times in less than tens seconds, with the 8th turn ending in on, if programming is correct the doors will lock and then open to confirm reprogram of key is correct. Press any button on remote and make sure the remote now works, reprogram any other remotes within 20 seconds hope this works if not there is a company that independent auto repair shops get their information from, this same information is available inexpensively for people that work on their own cars.. The information is year make and model specific, covering repair procedures, torque specifications, fluid capacities and specifications, service bulletins, component locations, wiring diagrams ect....
