1997 Toyota RAV4 Question: The engine turns over but will not start when turning key

 Rookie

Recently replaced a broken ignition switch,battery,alternator and starter.I can smell fuel if I pump the gas pedal when trying to start.It tries to start but wont turn over completely.My wife runs the fuel very low in tank quite a bit and has run out a few times .Could this be a fuel pump problem or just a dirty filter leaning torwards filter

    could be a plugged fuel filter but check for spark first

    Thanks Ill try checking it.A friend suggested to take the fuel line off and try starting it to see if fuel is pumping do you think this is a good idea

    ck spark 1st the do a fuel pump pressure test with a fuel pressure gauge.you need 44 to 50 lbs of fuel pressure to run the car

    thanks.I checked the voltage at the distributor it reads 12.6 volts.I also took the fuel line off the top of the filter going to the intake and turned engine over it does pump fuel pretty good.Tried cranking engine over and i do smell fuel.Also tried swapping relays didnt make a difference.Thanks so far your advice is right on.Didnt realize this was a two man job had my wife try to start the engine and I put my hand over the intake starving it from air then removing hand every three seconds and the car started.There was alot of white smoke out of the exhaust thinking bad gas water in line.Car starts with no problem and is running better after putting fuel injector cleaner in tank.Now at 230,000 miles looking for another 100,000 what a great car.
