Question: The air pump/cooling fan relay is whining

 Rookie

Following recent repair mechanic placed air pump/cooling fan relay on top of the battery--where it now sits??? I find this odd.
The relay is now making a high-pitched whining sound nearly all the time.
Does this mean I need to replace it? Where should it go?

    ask them why and if they replaced it or did they by pass it, which is soooooooooooo wrong

    Well, he said he had moved it form an even worse place where the last mechanic had stuffed it.
    Any ideas on the whining noise?
