Tensioner on 2002 Volkswagen Beetle

Timing belt broke - replaced 14 valves, water pump, etc. Should tensioner have been included in that work - it is now rattling & has to be replaced. Also speedometer won't work above 60 nor will cruise control work. Are either of these related to prior work?

The speedo/cruise problem may be related to the ABS System, but it will need to be diagnosed and then a determination can be made to it's relation to the previous work The tensioner should have been replaced, no doubt.
