The serpentine belt on your 1998 Chevrolet Monte Carlo is automatically tensioned by the tensioner. If the tensioner is working correctly you can move the tensioner to release tension on the belt. After installing the belt just release the tensioner and the spring in the tensioner will automatically tension the belt. - Oakman
