on highway it goes to cold. on street it is okay no over heat.

Check your thermostat. It sounds like as your vehicle is driven on the highway and the cold air hits the radiator, it cools down the engine and the thermostat is not able to compensate by closing up ( which it should ). Also be sure to check your coolant level and condition.
