Question: Temperature control only works when set to the highest setting.

Rookie
Unable to regulate temperature. The only setting which works is the hottest setting for heat. The A/C does not work. I checked the refigerant and it is ok. Is the climate control module bad and if so how do I check it before I order a new $250 part from the dealer?
