Tail lights do not work on 1999 Toyota Camry

The tail lights do not work. I would like to know where the fuse and relay box for the tail lights is located. The manual indicates that fuse #28 is for the tail lights. However, it does not show the location of the fuse box.

There are fuses under the dash board on the drivers side at driver's left leg sitting in the seat. There is another fuse box under the hood on the driver's side. Check the wires at the left hinge on the trunk lid. The wires in the harness break and short out some what frequently.
