After driving for say about 45' with lights on ,the tail light as well as the dash board lights will go off for about 20', then come back; it repeats every 3-4 minutes.

Since you can duplicate this problem, this may not be to difficult to fix for a person with the skills to diagnose electrical circuits. If you have a wiring diagram and a volt meter, you may be able to do this, do you have these items and are you considering fixing this yourself?

Thanks Bret B. I am only planning to fix it if it's easy. Other wise I 'd much rather bring to the local mechanic and have him fix it

There is a few things you can do to maybe find the problem. When you get the problem to occur, try jiggling the ignition key/switch and see if that has an effect on the lights. Also, try smacking the dash right above the instrument panel, and try jiggling the headlight switch. If any of these have an effect on the operation, then you have a good idea of where to look.
When you take this in to a shop, you want to be able to reproduce the problem consistently, you don't want to pay a mechanic to drive around for 45 minutes, you want to pay them to diagnose the problem. This may mean having you drive it to get the problem to occur, or some shops will have a mechanic drive the car home overnight to try and duplicate the problem while off the clock.
Good luck, please let me know what you find!
