steering wheel twitches while driving and the car sways back and forth...? on 1997 Honda Accord

97 Honda accord ex v6 - mileage: 253000 so after taking my car to the shop for brake repairs, I noticed the steering wheel twitching back and forth while I am driving. I got all four brake pads replaced, back rotors replaced, and a control arm with ball joint replaced, and also a wheel alignment done. the tires were also rotated a couple of days before these repairs from a different shop. This happens when I am driving straight and seems to happen all the time, whether I am going at slower speeds or accelerating at faster speeds. I also noticed that the car seems to weaving or be swaying, as if outside was super windy, while driving on the highways but outside is barely windy at all. It is very difficult to drive in a straight line when the car is swaying like that, especially when I am driving at 55-60 mph. the car is moving from side to side so bad that it might even seem like I am a drunk driver to the cars driving behind me. now, before all these repairs took place, the steering wheel was not like that at all and the car did not sway back and forth. how do I fix these issues? what could be the causes?
