    Your Front brake rotors are warped, Go to http://repairpal.com/ put in your info 1998 honda civic and click on brake pads replacement resurface rotors, There you'll find all the info on brake rotor problems.

    Steering wheel vibration that is this violent may also be due to worn out stabilizing bushings.
