steering wheel noise on 2005 Chevrolet Cobalt

When I turn the steering wheel there is a noise.

If it's a scraping noise then removing the steering wheel may be needed and this has an airbag in the steering wheel so it's a potentially dangerous job. I suggest having a shop look at it to determine the source of the noise.

When I brake, a rattling noise begins from inside the dashboard and then stops when the car comes to a stop. Its not anything to do with the brakes or tires.
I have had my tires all replaced and ball joints struts and everything checked but it still knocks and jumps when i hit the brakes!! What is this?? Is there a recall on the front end of the cobalts?
