Its hard to guess with out beoing able to experience the problem first hand. When you say the steering went out do you meen it is heavy to turn? If so check that the power steering belt is on the power steering pump, perhaps the pump has failed. If you were driving the car and the steering just failed perhaps something just broke. If you are trying to turn the steering wheel after you had parked the car and the wheel will just not turn perhaps the steering lock has come on. Try wiggling the steering wheel from side to side as you operate the ignition key.
