My 2003 Hyumdai Accent has vibration in the steering wheel, over 65 mp/h. It comes and goes. I have new wheels, tires, and had them balance, new shocks, put new rotors in and new brake pads. It started after I put the new brake pads in. I also replaced the break calibers two years ago. The car had an allignment and runs strait. There is also no vibration/pulsation during breaking. for your issue, i think the one thing you didn't replace, outer tie rods, is where your problem is. have then checked and replaced if there is deflection while the vehicle is off the ground.
since day one of purchase, steering wheel shakes,especially at highway speeds of 60 to 80mph. Have not hit any potholes or impacted any objects. Had vehicle to dealer twice. They"balance tires" but...
