Steering suspension on 2001 Chevrolet Monte Carlo

If the boots from your inner tie rod ends are leaking does that mean you have to replace the rack and pinion?

Unfortunately yes. If oil is present the oil seals at each end of the rack are bad.

The high pressure power steering hose will commonly leak fluid; it should be replaced.
power steering pump reservoir is full, car is turned on, however wheels turn with great difficulty. Could this be a rack and pinion problem or something else? greatly appreciate input.. cheers
