Steering Pump, Rack & Pinion Replacement on 1999 Saturn SL2

My power steering pump, rack and pinion were replaced last summer. I am now having problems with my power steering again. I took it back to the same shop and was told that this time problem was now due to the power steering tubes which had not been placed and that it would cost over $400 to replace them. Is this reasonable?

Hard to say - are the steering lines leaking and causing an issue? What is the cause for needing these lines?
