starting issues on 1991 Volkswagen Jetta

My jetta is having problems starting, we replaced the started twice with a used one, and still didn't turn over. Its making a very loud sound. So we talked to a mechanic and he told us to buy a brand new starter, put that in, only turns over a couple times, then makes the loud sound again. Very annoyed. Thinking its the flywheel but dont want to replace it if that might not be the issue, got quoted over $500 to replace :( Can someone give me some advice! maybe i dont need to replace the flywheel?
