Question: starter won't engage

owned the explorer since 98 it has been a great vehicle. My problem is I tried to start it and all I got was a loud click. Battery is OK changed it out. Still loud click and starter won't engage. Could it be solenoid or starter stuck??? If it is solenoid is it located on top of starter is it the piece of equipment located on the fender on the passenger side.
