You have obviously checked the battery -- right? I would imagine if you moved to replace the starter, you are aware you have full battery power.

If not, check and verify battery power - ability to take a load and hold a charge.

Verify all connections are clean and secure.

battery is fully charged load tested---voltage drop to 12.the starter was used could this be the probem.i know used parts are a gamble, but it has power at starter.i tried jumping the solenoid---still will not start.

Yeah...........if you don't have a "known good" starter - you'll never be able to eliminate that possible variable from the diagnostic process.

Honestly, I'm at a loss to think of another cause - so I'd look at that starter.

As Dave said sufficient battery voltage is critical and the ability for the battery to sustain a load. People are easily fooled by low battery voltage and end up replacing the starter and other components all due to a bad or discharged battery. Try jump starting the car and see if it will start but always start you diagnoses with a battery test.
