Starter relay on 1998 Saturn SL1

Where is the starter relay located on my saturn sl1 (4 cylinder) I have plenty of power but when I turn the key there is no noise whatsoever. Oreily guy said it may be the relay since the starter is making no noise.

The starter relay should be tapped to the instrument panel wire harness behind the left side of the dash, near the PCM and the IP fuse box.
