Get a wiring diagram and it will show you everything in the starting circuit that may be causing this problem. It could be an ignition switch, neutral safety switch (auto trans), clutch switch (manual trans) or a relay, but every system is different. You might find a free manual here: http://bit.ly/autozone_repair_info or go to http://bit.ly/alldata_repair_manuals or http://bit.ly/mitchell_repair_manuals_online and get an online repair manual subscription.

...yes your stater relay might be the problem...UNDER YOU STEERING COLUMN IS A PLASTIC DASH TRIM REMOVE THE SCREWS AND THEN LOOK WHERE THERE IS A BIG STEEL PLATE AND ON TOP OF IT IS YOUT STARTER RELAY IT SAYS ON IT 12VOLT STARTER RELAY AND THERE IS A 10MM BOLT THAT HOLDS IT DOWN...DISCONNECT THE WIRING FROM IT AND THE BOLT AND REMOVE AND REPLACE...
