2003 Chevrolet Cavalier Question: Speedometer sits on zero at all times and fuel gauge can fluctuate wildly at times.

The fuel level sensor in the fuel tank is a likely cause for your fuel gauge problem. As for the speedometer, if the service engine soon light is off and no codes are stored in the powertrain control module you may have an internal fault with the instrument panel gauges cluster. If you do confirm that there is a fault with the cluster perhaps you should do that repair first just to see if that takes care of the fuel gauge also.

I have a Cavalier that had the same problem TWICE. It is a bad instrument cluster. Replacing it will fix both problems. The first time the cluster went out my gas gauge acted like a tachometer. I have read on other forums that this is a common problem in the Cavalier.
