speedometer jumps on 2003 Volkswagen Jetta

speedometer jumps around (0 to 120mph) when driving at 65 mph.

The internal speedometer gear could be damaged and as speeds increase, the niddle begins to jump.

The speedometer sits at 0 even when im going 60. It will jump up to the correct speed and then drop back to 0. The horn makes no sound at all.
