The spark plug wires and cover come off altogether on the 3.3L engine in your 1990 Cutlass Ciera. The cover is secured on "studs" that stick up from the valve cover bolts or it may have two tabs that attach under the base of the valve cover. Just disconnect the plug wires at the coil and spark plugs and lift the whole works straight up. It should come right off. You can then disassemble the plastic cover to access the plug wires.
