Is there any check engine light on, if so that would tell a story. Make sure the Check Engine Light comes on when the ignition key is turned on in case any one disconnected it, it should go out once the engine starts. Even if the light is off a professional grade scan tool will read live sensor data of key sensors engine vacuum, air fuel ratio air flow into the engine, perhaps the air flow meter doesn't read correct amount of air entering engine (could try cleaning it with CRC product # 05110) .
Best have it checked by someone with scan tool that has Toyota enhanced capabilities. May also need to check engine fuel pressure see if pump is failing.
