After replacing the dryer a vacuum machine was used to evacuate the system to remove oxygen from the lines, then recharged it. Does this also cause the heat not to blow hot air? could it be a the expansion valve?

Do you get any air blowing from the air ducts when you activate the blower motor? Do you hear the blower motor operate?
If you hear the blower motor work and it blows cold air conditioned air when the heating and air conditioning controls are set at cold then I suspect the heater control valve has been disconnected. There is a separate valve which allows hot coolant to flow through a small radiator behind the dash to provide heat. It is in the same compartment as the air conditioning evaporator but separate
