look for diagnostic connector and jumper T1 , E1. (under cap of diag connector). Make sure that the check engine light is flashing (confirms good jump). Loosen distributor hold down bolts and using a timing light turn distibutor untill marks line up on crankshaft pulley and 10 on timing belt cover. Tighten distributor. If there is not difference betwwen timing reading before and after jumping, this would indicate a problem with TPS, if you cannot turn the distributor enough to aligning of marks this might be an incorrectly installed timing belt.
