Service 4 wheel drive indicator light on. Can't get from 4 wd to 2 wd now. Why? on 1999 Chevrolet Silverado 1500

Not sure if the problem due to bad actuator, switch, or something else. What would this cost to fix in labor and parts. Can this be done myself?

Have the system scanned, only way to find the problem without a bunch of guessing! It has it's own control module.
the actuator is located on the front axle. it may also be the encoder motor which is an electrical box attatched to the transfer case.
