Are your seats electric or manually adjust? If electric I believe the same fuse powers the forward/back, and tilt forward and tilt back. If one function doesn't work and the other does feel around under the seat for an electrical connection that has been knocked off. If not the seat needs to be removed to test the motors and wiring harness. If you have manual seats there is a cable that is broken and will require disassembling the seat to replace the cable.
