1992 Ford Tempo Question: seat belts

drivers seat belt not working (the shoulder belt that moves as you turn key) -

these have always been a problem.the motor is most likely burned out. -

We can hear the motor turning... We think it must be the belt that pulls the seatbelt has worn out at the sprocket... -

Same thing seems to happen in our '89 Ford Tempo. Can hear seatbelt motor running when you open door or turn-on ignition but no movement. Shoulder restraint stuck in locked position so you need to lift it over your head when you get into the car. -

Today changed blown fuse for interier lights & radio, started car closed door ( by now the automatic seat belt shouldve harnessed over my shouider, but did not) checked all fuses & relays
