seat belts on 1992 Ford Tempo

drivers seat belt not working (the shoulder belt that moves as you turn key)

these have always been a problem.the motor is most likely burned out.

We can hear the motor turning... We think it must be the belt that pulls the seatbelt has worn out at the sprocket...

Same thing seems to happen in our '89 Ford Tempo. Can hear seatbelt motor running when you open door or turn-on ignition but no movement. Shoulder restraint stuck in locked position so you need to lift it over your head when you get into the car.

Motor is running I can hear it..but the seat belt is not moving.
Today changed blown fuse for interier lights & radio, started car closed door ( by now the automatic seat belt shouldve harnessed over my shouider, but did not) checked all fuses & relays
