would rotors be replaced without the pads???

    In theory, you could replace rotors without the brake pads. The only time I would recommend this would be if the brake pads are nearly new. They can be "scuffed" or sanded to roughen the surface to mate with fresh rotors.

    Otherwise, the small investment for fresh brake pads with fresh rotors is a minor price to pay for peace of mind of trouble free operation.
