I had my front rotors cut by the dealer ship in April and had to take it back again in August for same problem. Orignally when they were cut the dealer replaced the same old pads. Shouldnt the pads have been replaced also. I am trying to determine if once the rotors are cut the pads should be replaced.

Yes, I would most definitely replace the pads, because they are usually worn and will get hotter than new Pads, at this point the rotors will warp again. The rotors warping is caused by heat.
Also, I usually never try to machine rotors that are warped, because you have to cut off so much material that they end up getting too hot and will warp again in short order. It is best, actually it is necessary to REPLACE warped rotors and use NEW pads to get the best results.
