rotors rust on 2001 Chrysler Town & Country

what causes rust on rotors and do i need new ones,will this hinder breaking

Moisture is what causes the rust to form on the rotor surface this is normal. It will be gone the first time you use the brakes. No it won't "hinder"anything.
