replaced bulb and fuse and low beam still doesn't work on 2004 Volkswagen Beetle

We replaced both the bulb and the fuse on the low beam and it still won't work. I've heard this is a common and expensive problem. Does anyone have any information or related experiences? Also, what is a reputable repair shop in Huntsville, Alabama. I went to the Hiley VW dealer and got ripped off - won't ever go back there again.

You did not say if it was a problem with both low beams headlights or with just one side. I suspect if its just on one side that the harness connector may be defective on that headlamp. VW has a TSB saying the harness connector needs to be replaced. Replacement part would have to come from VW dealer.
