must be a seized compressor, since the car does not have a unit. you will need a new compressor, receiver-drier,
flush the system, then evacuate and recharge. it is not rocket science for a good shop because they will have the required a/c equipment. price variation will depend on if they are quoting a rebuilt compressor or new. you must replace the receiver-drier or there will be no warranty on the compressor. same with the flush; on a 20 year old car, there will be debris in the system and that will kill the new compressor and they will not warranty if this is the case. it is not a complex fix, you
