Often times the reduced engine power message on you 2004 Chevrolet Silverado will come on due to a poor connection at the throttle body connector. This can be due to a wire broken inside the insulation or a damaged terminal inside the connector. Sometimes faults with the electronic throttle body can be difficult to diagnose. A dirty throttle body should not cause the message to display but may cause a low idle condition. If the wiring at the throttle body checks out OK the next step would be to check for stored fault codes.
