The reduced engine power message means that the "throttle by wire" system has detected a fault. You 2003 Avalanche does not have a mechanical link between the gas pedal and the throttle valve, it's all electronic. The most common fault is a small break in a wire near the throttle body. Loosening the radiator cap should have nothing to due with the reduced engine power message. To help diagnose this type of problem, fault codes will be stored in the engine control module when ever the message is displayed.
