Both of the rear shoulder straps for the safety belt are locked in. How can you get these to release?

Most likely you will need to remove the rear seat and the package shelf to access the these seat belt retractors. While it may be only a twisted seat belt that has caused the retractor to lock, changes are that if you do manage to release the belt it will jamb again later. I may be a better idea to replace the locked shoulder belt assemblies.
