Rear air compressor on 2004 Buick Rainier

Why would Rear air compressor comes on by it self at times

Its supposed to, its leveling the car. But, if you come out and rear end is sagging then your bags (shocks attached to compressor are wearing out and letting air from compressor leak out (they would need changing).

I'm told it will cost approximately $700 to get shocks repaired. However, a friend tells me this is totally wrong and it will cost $700 for some type of hydraulic air lift? Please help. I'm told...
