Silly question but what's the cause of the 'dead' cylinder?

NOT SURE ITS MY CUSTOMERS TRUCK OUT OF THE AREA AT A SHOP THEY ARE TELLING HIM THE HEAD NEEDS TO COME OFF TO SEND OUT TO A MACHINE SHOP WE ARE A MACHINE SHOP IN FREMONT CA. AND WORK ON HIS CARS, BIKES ECT HE JUST WANTED A LABOR QUOTE ON R%R TIME HE IS THINKING OF HAVING US DO THE WORK IF WE FIND IT TO BE A MECHANICAL PROBLEM, I DO KNOW THIS IT IS STILL DRIVEABLE AND HAS NO ENGINE NOISE I ASKED ALL THE BASIC QUESTIONS RELATED TO A ENGINE MISS AND I AM NOT SURE THE HEAD SHOULD COME OFF OR NOT UNTILL WE CHECK IT OUT THANKS MIKE D R ENGINES
