What does the "2-3" mean? And how to change?

The first two refer to O2 heater circuits and the last three refer to throttle/pedal position sensor switch E, D and B respectively. The gas pedal does nothing but the car idles at about 1k. something caught some wires under the car that go to a sensor in front of and behind the catalytic converter and tie into a harness that goes up into the engine compartment and disappear into the firewall. I checked for continuity which appears good. Had to repair 1 broken wire but no change in the pedal.
