I just got my master cylinder and p/b booster replaced and a oil change and paid $631.45. Is this too much? and how do I Know if that was the problem?

Labor times show 2.5 hours labor operation to replace the master cylinder and booster but there are many engine and options that effect the cost of parts and labor cost.
Quality of parts vary and the cheapest is not necessarily in the long run a bargain. You can check the price of the parts on a website like www.Rockauto.com or www.partstrain.com, add $10 for brake fluid, and $30 for an oil filter and oil and you should be able to figure out if the repair costs are fair. It doesn't sound to high to me.
