I am guessing you mean power steering fluid is leaking at the inner tie rod end/leaking out around the steering rack boot. If so the steering rack has a seal that has failed internally and you will have to replace the steering rack and have the steering aligned. Its about a 4 to 4.5 hour job parts probably $325 to $350
