With the front of the vehicle jacked up and off the ground, does the steering require the same effort to turn full left to full right and back? Now start the engine and do the same test. Is there any unusual tire wear on either front tire?. Could it be as simple as an alignment problem? Too much toe set or camber, castor issue? Prior t o replacing parts I would have the vehicle examined and get a professional opinion.

Check to see if you have electronically variable steering. If there is a connector with wires on the pump and one on the bottom of the steering column you do. Unplug them & see if it changes. Just a shot. Sometimes they do weird things.
