How often should the power steering be flushed and fluid replaced?

Power steering flushes are generally not a factory recommended service item. That being said it may not be a bad idea to flush the power steering system once and awhile now that equipment is available to perform that service. My recommendation would be to flush the system every 60,000 miles or if the power steering pump or steering gear is replaced.

The power steering reservoir on the 3.8L engine in your 2005 Buick La Cross is located way down low on the back side of the engine, close to the firewall.

is it the same in an 06 lacrosse? i can't find the reservoir anywhere in that thing :(

On the '06 it's located below the alternator and difficult to get to as there are 2 hoses above it, to check fluid I had to disconnect 1 of the hoses.
